The easiest way is to click the black button that says "Post an answer". Or you can click the small up-arrow in the bottom-right corner of the post next to "Reply to [poster's name]". When you've written your reply, just click the "Answer" button.

It makes no difference if you click "reply to," use the "post an answer" button, nor the quick reply box. It all does the same thing. How this forum works: there is a post like this called a thread. Any posts made under it are seen by everyone on the internet in the order in which people post. "Reply to" just quotes them.
