If you're running Windows 10 - and you can still use the trackpad - open Settings>Update & recovery>Recovery. Here you can select Reset Windows or Advanced startup. The latter option allows you to reset Windows using a bootable USB.

If you're running earlier Windows versions, e.g. Windows 8, this manual shows how to access the same features:

If none of this works, you'll have to contact Toshiba and buy a recovery USB.
