How to restrart a laptop when it says windows file is missing

i hve an acer laptop it says windows failed to start and it wont launch startup repair for me how can i fix this please i dont have the cd for it

Get the DVD.

go to This site and down load the win 7 recovery disc when it asks were to save select your cd/dvd drive when it is downloaded right click and select "burn image". run the recovery disc and hopefully it can repair start up for you. this can also be done with a windows disc.
