No, probably not. Your cpu is slower than the minimum requirement and it has half the cores. You also don't have enough ram. Gta 5 requires 8 gb.

the processor sounds like a 4010u or something, 2core 4 thread, no turbo boost. plus 4 gb ram.

cpu and ram barely makes the list for minimum requirement. However, if you are planning to use igpu from the cpu to run it, at best, it would be a slide show.
