Can some one please explain how to apply or set up the " Promoted " tweet adds. I want to start making money from adding adds to my twitter feed and can not find anything on the net explaining how.

Promoted tweets are for when *you* give money to Twitter for your Tweet and they put them on other people's feeds. You've got the money flow aimed the wrong way.

Now, people with large numbers of followers can sometimes get sponsors. But you'll need to hunt that kind of thing down yourself, there's no magic "put this on your feed and get money" button.
