How to unlock a hardware lock html executable

I have a hardware locked html executable file how can I unlock it? so that I can use it on different machines.

Also, I need to know what platform we're talking about. If it is legal, there's a lot of decompilers you can have a look at. But again, it depends: is this a html based phone app, a html based PC executable, or something else?
