HP DV6700 cant get pass post screen

i have a hp dv6700 laptop which i think the bios is corrupt the laptop wont go pass the post screen and if i press any buttons it goes into bios setting but i cant do anything in the settings and while its in settings the help screen keeps flashing on and off, the laptop did boot up normal twice today but never again, please help i dont know what to do,

if i hold del key it will go pass post screen and load up windows but in windows the help center wont stop comin up on screen, i have done a fresh installation of windows but still get the help center coming up non-stop.

if i enter the bios the help info part keeps flashing on and off.

any ideas or help would be great.
