HP laptop not charging or turning on?

I have a EliteBook 2540p that just up and quit charging or powering on. I've tried removing the battery plus holding down the power button with the battery and A/C adapter removed and still nothing. When I plug the A/C adapter into the laptop the charge light turns blue for a split second and when I press the power button the charge light blinks orange 8 times.

if it wont run with the charger plugged in its likely the charger at fault.with the charger plugged in check the voltage with a multimeter.

I don't have a multimeter to check the voltage. I managed to get the laptop to power on by using the A/C adapter from my 6510b. Strange thing is, when I plug in the A/C adapter I get nothing till I turn/twist the A/C adapter where in connects into the laptop.

I borrowed a universal adapter from a friend and it powered right up. Also noticed that that the universal adapter seemed a hair tighter. Both adapters or my 2540p and 6510b are non OEM/HP adapters that I picked up cheaply on ebay.

as long as the voltage specs are the same you are ok.your charger is fubart.
