I've been reading around other cases of HP laptops not booting and have noticed two distinct differences in my problem as opposed to others: 1) I did not shut down my laptop because the screen had frozen or it was not working. It was doing just fine last night and I shut it down when I was finished using it. 2) It does not attempt to restart itself after a while.
The screen is black and the lights on my computer are lit (and the lock keys blink in intervals of three seconds). When I first turn it on it sounds like it's trying to get started, but nothing comes up. I already tried taking out the battery, holding the power button for 40 seconds, and plugging it in, but the same problem still occurs.
