I can't seem to find Manage Wireless Networks on my laptop

my wifi is connected on desktop, but trying to reconnect on laptop, my name is not on list

Are any wireless networks showing or just the one you are looking for? If not this more than likely means the wireless card is disabled or there is something wrong with the hardware.
