I disabled briefings. But the app continues to use my data. How can I turn it off.

I disabled Briefings App on my phone. But the app continues to suckup my data. How can I turn it off.

Disabling it doesn't mean it stays disabled. Some apps will restart.

You may need to changing whatever settings you have in the app to make it not automatically access your data. Also have you considered uninstalling it?
