If your phone supports MHL you can use a converter to connect the phone to an HDMI input on the TV. Without wifi you can't use a Chromestick, Miracast, or other wireless ways to stream from your phone to the TV.

You can turn your phone into a WiFi hot-spot, and connect your TV to Internet over the phone. There are many DLNA-style server applications for smartphones as well, if the content is already on your phone.

if there no local cheap isp in your area...dsl or other isp. see what it would cost from your phone carrier to have a hot spot device and account.
