I have a android phone and a proscan smart tv how do i watch tv from my phone

You may be able to mirror the phone to the TV if it has that as one of its' features. Check the owners manual.
You can get a Chromestick and cast from your phone to that.
If your phone is MHL compatible then the correct adapter will let you connect it to one of the HDMI inputs on the TV. This doesn't require wifi.
