CPU, maybe, if it has 8 GB of RAM, then RAM is OK, video card, not so much. With a video card you can run GTA V on it at lower settings. nVidia 1030 or Radeon 550 should do it. Just make sure you check for the latest BIOS to make sure the motherboard will work with the video cards. OEM systems and older systems in general can have issues working with newer video cards.
