I have a Samsung flat screen TV when I turn it on the light blinks red no picture how can I fix this problem

Unless you have some experience in electronic repair, not much you can usually do. Could be the power supply, could be the logic board, both of fail on TV's a lot, and both of which are expensive to have someone repair, usually to the point that a new TV is cheaper.

do have knowledge in electrioncs im a car mechanic have voire tv hd45 in has picture setup menu and qvc antenna but no niose or sound

I had the same problem with my 55 inch Samsung TV. After checking components on the power supply board I found that the five 33 ohm (orange-orange-black) resistors and changed value. Each resistor measured approximately 3.6 ohms.
I replaced all five resistors. Now the TV works.
