I just want the phantom power supply for my condenser microphone and i have issue of budget . What should i get ?

soundcards will not have phantom power.

you have a few options..

1. get a phantom power supply such as http/www.amazon.com/Neewer-Condenser-Microphone-Recording-Equipment/dp/B014H8AWGC/ref=sr_1_2?ie=UTF8&qid=1459390515&sr=8-2&keywords=phantom+power+cable or similar and connect your mic up to it then use an xlr to 3.5mm cable to your pc.

2. get a cheap usb interface/mixer like http/www.amazon.com/Behringer-502-XENYX502-5-Channel-Mixer/dp/B000J5UEGQ/ref=sr_1_5?ie=UTF8&qid=1459390678&sr=8-5&keywords=usb+audio+interface&refinements=p_89%3ABehringer%2Cp_72%3A2661618011 or similar. there are many to choose from.

3. get a usb to xlr phantom power adapter like http/www.amazon.com/Blue-Microphones-Icicle-Converter-Preamp/dp/B001EW5YQS/ref=sr_1_6?ie=UTF8&qid=1459390829&sr=8-6&keywords=usb+phantom+power+adapter or similar.

mixers are nice because you have the option of volume adjust but a power supply and cabling is going to be the cheapest option likely.
