I need a program that can limit internet use for another program

I need a program that can limit the download (and or upload) speed for any other program. I know I can use programs like Netlimiter but it's about $30 and that's WAY too much.
I need to be able to select the program to limit.
Is there anything like this for free?

What program are you trying to limit, anything that downloads files (like torrent, unsenet, ftp) usually has a max speed setting.

A game so that it puts me in a lobby alone. Gta online to be specific and no, I can't just make an invite only session it has to be a public one.
