Try contacting Toshiba.

If you didn't order it with recovery discs or create them when you got the system then you'd have to buy them from Toshiba. Alternatively a standard OEM OS disc will usually work it just won't include driver or the preinstalled software that originally came with the laptop so you'll have to manually find and install drivers(toshibas website) and software for the laptop.
