The remote from my Hisense tv and the remote from my optimum cable box are turning on my vizio sound bar when I press the volume buttons.

What codes are being used?

If all three devices are set to the same code that is what is going to happen.

You need to decide which remote is the "Ring to rule them all" and use that remote for as much control as possible.
