I replaced with a brand new battery and it is still dying in 10 minutes after unplugging

Well the new battery, is it after market or from the manufacturer? If the former, that could be your problem. However, it is also possible that the charging circuit on the motherboard is not functioning correctly. And it could actually be the charger cord.

Does the device charge fine when turned off? If yes, then it is the charger cord that is the problem.
