i7-7700HQ lower rated than i7-6920HQ ?

I fully understand what you're suggesting I just mean a 6*** vs 7*** processor with the same cores and cache will perform exactly the same if clocked the same if the 6*** is 100 MHz faster it wins. Usually that's not true between generations this time it is

The 6920HQ runs at 2.9-3.8 GHz, the 7700HQ runs at 2.8-3.8 GHz. Since there's no IPC difference, the 7700HQ is very marginally slower than the 6920HQ - though it may vary from laptop to laptop since cooling will affect what clocks the chip can turbo to.

The successor to the 6920HQ is the 7920HQ, which runs at higher clocks (3.1-4.1 GHz). The only thing you get with the 7th generation is higher clocks for the same price, and some improvements to the integrated graphics.

By the way, with the so many number of - processor variations, gpu variations, ssd variation ... etc. now in the market, probably rolled out by the manufacturers purposely, sometimes it feels its a handy tool for sales and marketing, to sell and earn more ..

Things to remember on laptop processors the i3/5/7 means very little. Stuff with u at the end means it got it's rating from its ability to use very little power. Anything with hq on the end is an actual quad core at least many are 4c/8t. There are i7 laptop processors that desktop pentiums can now beat.
