iCloud and privacy?

On, say, the iPad Air, if I were to delete my backups on iCloud, are they gone for good or can the fbi etc and the c I a access them?

Yeah, I thought they might. I just didn't realise it backed up to iCloud and I was kind of annoyed about it, as I'd deliberately avoided the iCloud storage option.
