If I buy a laptop on a payment plan, will they have the ability to Lock the laptop? depends if it has Win 11 or NO OS ? Or that should be irrelevant, as it needs to arrive unopened?

No. OS irrelevant.

I would further advise that when you receive a new laptop, that you should consider a complete fresh installation of its operating system. Pre-built systems, including laptops, often include a ton of pre-installed bloatware.

By installing the OS yourself, you remove that bloatware. You can then reinstall the applications you actually intend to use.
