This is called a passive radiator design. Is a compromise between sealed and bass reflex (with hole)

Sealed: accurate/tight but not efficient, soft bass.
Bass reflex: the opposite of sealed. Efficient, stronger bass but can be "boomy."

Passive radiators: Middle of the road
Do you mean a "tweeter"? It has them they are just not the design you would think of as a standard tweeter. Why they made them that way you would have to contact the maker.

Going by the picture in the other post, it is a resonator for bass, nothing is missing there, that is how they made it. Quite a few of the new bluetooth speakers also use that same type of thing.
