I have a Laptop and it has webcam optimized on it,how can I set it up?

Use the software that came with the laptop. It's probably named Crystal Eye.

Or use any webcam enabled software package like Skype, Windows Live Messenger, Facebook (with Skype), etc., and go through the setup options.
