Solved! Intel I3 vs Intel I5 - 8th Gen

I was wondering with all other things about the PC holding the same which would be a better set up? Intel Core I3 8130U with 20 GB of RAM (DDR3/DDR3L 1600 MT/S) or Intel Core I5 8250U with 12 GB of RAM ( DDR4 2133)?

If the cooling on the model is really good then yes,otherwise it might throttle down to 1.6 instead of 2.2 base clock that's 40% that is a massive difference.
