Question International Calling: Does Receiver Pay ?

Hello all, I'm in South America and want to call friends/family in the US. I'm on a TIGO plan which promises free, unlimited calls to the US. My question: If I call a cell phone in the US, will the recipient pay to receive my call (international rates, roaming charges, etc. etc.) ?
