Question iphone 11 locked by company

Hi everyone, I'm asking on behalf of someone else. She bought a used iphone 11 and when she went to set it up, she realized it was a company phone and the logo is on the phone and it doesn't let her set it up. Even after wiping the phone she still can't set it up. It seems the company put a policy on the phone that won't get removed by wiping it. What can she do? thanks
