Is cheat engine a virus?

Solution
Cheat engine changes data stored in system memory by the game to affect the game in some ways.
A virus works in the same way by changing data of an other program.
Cheat engine is not a virus but anti virus software can't tell the difference and will think it's a virus unless/untill the devs tell it that it's ok.

With the way Cheat Engine works according to their info page, it's very possible that behavioral scanning could be triggered by this program (e.g. in our Behavior Shield). If you are convinced the program is safe, for an example of how to overcome this, you have the option of adding an exclusion to any scanning shield in Avast, such as the File Shield and Behavior Shield. Note that this comes with risk depending on what you add to the exclusion, or if the program makes a change that is undesirable; if specifically excluded from your AV it will be allowed to do what it wants :)
