Is Core Unlocker still useful?

No not really, AMD since the FX essentially makes core unlocking physically impossible. I guess it's important IF you have a pre-FX AMD CPU, but not from FX on forward unless AMD radically changes their minds.

For myself, I only wish I could 'unlock' my SB-E's 7th & 8th cores...but it ain't going to happen.

I have an AMD Athlon II X3 455 that I impulsively bought because they are going out of stock. Will it be worth the $9 dollars from an ASRock 990FX Extreme3 motherboard to a MSI 990FXA-GD65V2 motherboard?

So what you're asking is for $9 difference is it worth it to 'try' to unlock a core with those listed AM3+ 990FX MOBOs?

Well I'm not a fanboy of MSI and looking at the big picture the ASRock 990FX Extreme3 is a better MOBO, so you'll need to decide on that one yourself.

Remember there's no guarantees unlocking will work.
