My laptop specs. : plz tell me can I play gta 5 or not : Intel Core i5-4210U CPU , 1.70GHz. 4GB ram.. 64 bit operating processor. Nvidia GeForce 820M version: 359.06...... 2gb or 4gb don't know??

You might get 40FPS at 1024x768 resolution and low quality settings or 30FPS on medium quality. That's based on what other 820M users have experienced and not professionally benchmarked, so take that with a grain of salt. Expect stutters in heavy scenery no matter what however. The 820M mobile GeForce GPU is extremely weak these days and a 1.7GHz CPU speed is not helpful.
