2 of your 3 devices mentioned have BT capability. Your TV does not, so add BT capability to the TV then, simple. A BT TRANSMITTER attached to the TV's headphone out would be standard.

If you want to connect your BT headphones to your non BT TV you need to connect a BT transmitter to the audio out of the TV. Most common type is optical audio.

If your laptop is connected to the TV with HDMI the audio from that should also be available through the same transmitter. If you want to connect the BT headphones directly to the laptop then pair them with the laptop.
