No, that´s not possible. You will need something like a bluetooth receiver to connect both at the same time to the same source

Nope...a speaker-level signal will overload a line-level input RCA input. When you say "a RCA input" do you mean a single-channel input (one RCA jack like a sub) or red and white? What type of "other speaker" do you have? Amplified, passive (no amp)? How is your "portable speaker" connected to it's source? If you have a line-level input connected, then you can split it. If it's bluetooth, then the above receiver is an option.
