Question Is the UEFI Firmware on toshiba laptops write protected?

Is the UEFI Firmware on toshiba laptops write protected since you can flash the BIOS directly through Windows using a BIOS updater from toshiba's website?

I wouldn't think that the BIOS is "write protected". That is the way most laptops update their BIOSes.

What is your concern, otherwise?
