That laptop has the low power consumption and low performance A8-6310 APU which is based on a Beema generation APU. "Beema APUs" are generally meant for tablet and entry level laptops. The integrated Radeon R4 (Beema) graphics core is only considered to be about as powerful as the Intel HD 4200 graphics core. The processing power of this budget APU is probably equal to an Intel Core i3 CPU. It is hard to say how well GTA V will run on that laptop.

However, getting back to AMD's APUs.... You will want a laptop that uses a "Kaveri APU"; these APUs meant for mainstream laptops and will have better performance than "Beema APUs" especially when it comes to graphics. I recommend you order the ThinkPad E555 to play games with; it is actually a business laptop.

The ThinkPad E555 starts at $455 and comes standard with the A6-7000 Kaveri generation APU, however you should upgrade that to the A8-7100 Kaveri APU which has the Radeon R5 (Kaveri) graphics core. This will bump up the price to $484. By default the laptop only comes with 4GB of RAM. You can configure the laptop with 8GB of RAM, but that will add another $80. I recommend to purchase a stick of 4GB DDR3L 1600 1.35v RAM and install it yourself since that should only cost you around $40. Having two stick of RAM will give you better performance than only having 1 stick of RAM for technical reasons that I am not going to explain.

The Radeon R5 (Kaveri) graphics core is estimated to be about as powerful as the Intel HD 5500 / HD 4600 graphic cores. Still not a very powerful solution, but a lot better than the Radeon R4 (Beema) graphics core.

That is unknown since the game is not out yet. It may run okay on low setting or it may not. However, if you can only afford to buy a laptop with integrated graphics, then you simply need to hope for the best since they are rather weak compared to dedicated graphic chips.
