Java Catch 22

I'm having an issue with my java. I tried to run a program earlier and I got a java error. It said "Could not create the Java Virtual Machine". I tried uninstalling java and the program and reinstalling, however it did not fix it. Now I can't even install java. Every time the program is about to complete installation I get the error again "Could not create java virtual machine" So its like a catch 22. Need java to fix the error, but can't get java because of the error. How can I fix this?

Help people to help you by at least telling them what OS you are using. Linux? OS X? Windows? And the version is important too.

BTW, bumping a thread 10 minutes after posting it is rather frowned upon.
