Laptop charger or battery?

Okay so I have a dell inspiron laptop. Every time I plug in the charger the light indicator in the computer turns on then it turns right back (like a flash). I'm sure it's not the outlet & the charger was working perfectibility earlier! I need help to see what I should buy: either a new laptop battery or a new charger?

Does the laptop power up OK without the battery? If so, the charger is fine.

It is possible, though unlikely, that it could be a motherboard issue.
