Laptop charging problem

My laptop is plugged in and the Windows power display (in the taskbar) shows "95% available (plugged in, not chargingt". However, the battery indicator on the front of the laptop is blinking orange, which, according to the manual, means the laptop is running on battery and is below 10%.
