Laptop fan speed control

I have a Dell 7559 , is their any way I can manually control the fan speed

You can try with programs, Speed Fan is one example. However many of the programs don't work on all laptops. So you will have to try and see if it works on yours.

I have to say though, if you are having fan or overheating issues, you really need to look at the cause and fixing that rather than trying to control the fan speed.

Laptops have their own built-in fan control, and oftenly not overridable. What you can configure should be in BIOS, in the form of Performance-Standard-Quiet. With Performance forcing the fan to come on sooner and spin faster.
