I don't know the current prices, but if u can get an alienware 13 or 15, that'd run gta v on high.

Those laptops get above 30fps (35-60fps) all the time on high or ultra settings:

If you lower the graphics settings a bit, it might give u the 60fps+ experience.
And I gotta say this just in case u didn't know.. laptops aren't made for gaming. With this budget, u can buy a beast PC that will easily run gta v, and will last for a longer time. Keep that in consideration too before buying.

Buy a barebone laptop as they are cheaper and have better specs than branded laptops. Don't know how easily accessible they are in india though.
