Looking for a laptop to play only the sims 4 + mods and cc will this be a good laptop?

Well it's enough for sims 3, it doesn't take much to run that game. Whether it's enough for mods will depend on the mods you use.

It is not a gaming laptop by any means however, it does not have a dedicated GPU.

Are you looking specifically for a laptop for the game or you want that particular laptop and wondering if it can play the game?
