Laptop for small business

My dad is looking for a laptop for 200-250$. Doesn't need to be anything special, small, needs to have WiFi and can have Microsoft Word. Can be refurbished, preferably from microcenter or from best buy

You can get the HP Stream 13. It's $220 at the microsoft store.
At that price he won't get a good computer. If he raised his budget to ~$400 then he could get a much better laptop

He does not need it to be a good one. He just wants it to do simple things. Like browse the web, and write documents and emails and stuff
