Laptop freezing and screen shuttering

Hello i have an issue with my laptop it keeps freezing and the screen shuttering i think somethink in it got fried because it was quite dusty anyone knows if its cpu or somethink else ? [video="https/m.youtube.com/watch?v=AWJPlAppFIM&feature=youtu.be"][/video]

See if cleaning out the heatsink+fan and also cleaning the dirt and debris in the heatsink's vents as well as replacing the thermal paste averts the issue.

Nah did everythink changed the paste twice still same results can it be maybe hard disk or my cpu maybe died ?
