Laptop Plugged in, not charging or turning on

When I plug my computer in, the battery indicator flashes white a couple times and then turns off and my laptop will not charge, last time this happened, I fixed it by buying a new charger and it worked perfectly but now I have replaced the charger and it still isn't working.

It could be the battery is also an issue and needs replacing.
