After it boots to the white screen press ctrl+alt+esc and check out the running processes. I remember back in January there was a "vius" going around that ran a process called "whitescreen.exe" at startup.
Based on your description "it had horizontal white stripes across the screen" the screen was damaged somehow internally. This can be fixed by replacing the screen.
