Laptop wanted that can play PAL/NTSC dvds....

Hey,
Can anyone please let me know if there is such a beast that can play NTSC and PAL dvds.... preferably all Region???
Can you also enlighten me to what controls these properties. Is it the video card or DVD player or software????? Any thoughts to which to get?

Its the DVD player.... Theres many ways around it just do some research
