Laptop will not reboot unless off for an hour or more -FIXED! by re Flash BIOS

I have a Toshiba Qosimo X75-A7295 Laptop 32G RAM, 1 500G SSD 1 1TB HD. Lately if I turn it off, I cannot re start it unless I leave it with no power (Barrery and Power Supply out/unpluged)
It will ALWAYS start if left off for a hour or 2.

a note - it will do this even If I just power it up and shut it down as soon as Windows 10 is done booting.

I did try this with an External Monitor same results

It does NOT get to BIOS in this case either fwiiw

Update (For someone down the road with this problem)

It took me a few days due to things like it taking longer and longer between boot ups.

But: I was able to re-flash BIOS via a BIOS Boot CDROM

AND . . . It's alive again!!!

I tried to flash the BIOS from WIndows 10, but it would not re flash the same BIOS
It took a while as to boot to the BIOS CDROM I had to get to BISO and set it to non secure & non-EUFI boot

Anyway for me Re-Flashing the BIOS has fixed it.

Of course this is 1 day after I gave up and found a good deal on a HP 15.6" Laptop with a i&-7500 and 16G RAM and a 256 G ssd 1920 x 1080 (It has room for a internal HDD too)

Think I will keep it - there are projects I do that I cannot afford to wait a 1/2 a day on if it does this again
