Laptop will not start up

Help!
My Dell laptop just started this wierd thing yesterday and I need it for school. When I turn it on it goes straight to this gray screen with vertical lines on it and freezes there. Why?

Can you test the laptop with an external monitor to see if it's just a bad LCD screen?
