Locked out of Google forgot password

I was locked ot of Google and don't know my password. I no longer have recovery email and don't have access to my recovery phone as it is lost. I can't get google to verify that it's me. What to do now?

If you don't have any of the recovery device/account. nothing much. Create a new account?
