You won't find a system that cheap to play GTA V at over low settings. Look for a system with a 840 or 940m video card in it in your area, some of the cheaper brands like Acer should have that video card for your budget. Even on low settings it won't be very smooth. You need to go up another 25-50% in price to play GTA V smoothly on a laptop even on low.
